So stay cautious. Or rather, set up a trap. Try to appear vulnerable to see if the weaver is going to attack you, but be ready to evade the attack.

I shift myself away from it's scythe before standing out from the brush.
"Emils, are you sure you can understand it?"

"I can understand him just fine."
The weaver chitters and raises one of it's front scythes towards me, "He says nice to meet you."
"um... Hello, nice to meet you too." I take it in hand and shakes it.

Emils chitters back to the weaver and it chitters back.
"Sammy said that they're sorry for what happened to your people."
"What?"
The weaver chitters as Emils translate, "The other facilities will fall too. Your people must recall the creators."
The weaver is... pantomiming?
"Your people must go to the center. Awake mother. She will call the creators."
"Wait, I don't understand!? Who are you talking about?"
"Insufficient clearance level. Three has already malfunctioned. This sector can not last should another fall."

The weaver picks up Emils, "oh," before setting her down onto the ground.
They begin chittering again, but I interrupt.
"Stop! Explain further! I don't understand what you mean?!"

It chitters, "Insufficient clearance level. Attempting to dispense obfuscated information. Go Center, Wake Mother, Summon Creators, Repair Facilities, Save Natives."

I... I'm not sure what to do about this...

Could this creature know the reasoning behind [Mana] plague? Ask if it knows anything about that. Learning this would be extremely important.

And if it knows that then.. the fact that it's telling you what you should do would mean it knows how to fix it, which is even more important. To reverse the effects of [Mana] plague. The center is probably the center of the world. So the Dragon's Ridge. There's where you must go to find "mother".

Lastly, it's warning you that this kingdom could be hit with [Mana] plague as well. You know this isn't something to be taken lightly.

If it could at least tell you where the "center" is, the rest of that seems like it would either be obvious or become clear if you went there. It seems to be having trouble giving you a straight answer for some reason, though.

Okay, I think there is a communication issue here, the weaver is using completely different terminology (Or is forced to be obtuse from the sounds of "Insufficient clearance") and Emils is translating it literally.

By facilities and fallen, and the reference to your people, I'm guessing it means mana towers and mana plagues? How many mana plagues have happened in the past, 3 I'm guessing?

As for centre, mother, and creators, maybe it's trying to refer to dragon's ridge and something to do there?

Ask if mana-beasts have always been intelligent and if it's just been communication issues causing the violence all along.

What if by "facilities" it means "towers"? It knows what happened to your people- what if it's talking about the mana plague? What else would a mana beast understand?

The most important question to ask is "where is the center". Once you know where to look, you could figure everything else out from there.

Emils and the weaver looks at me as I calm myself.

"Emils, are you playing around?"
"I do not understand what you mean."
"Can you really understand this thing?"
"Yes I can."

"I don't know? I just have a skill that allows me to do so?" She tilts her head, unsure about something. "All I know is that I understand anything I hear. The sounds of the beasts, the words you use, whatever Sammy says. It takes me a while to speak it, but I can understand them all the same."
"So... this thing... can talk?"
"Yes he can. His name is Sammy."
"Okay... Sammy." I squint at Emils, "Could you at least answer some of my questions?"

Emils 'talks' to the weaver, and it talks back, "He said he can try, but he can't divulge everything at your clearance level."
"First question then, what clearance level?"
"He says that your mutated genetics grants you a clearance level of 1, which allows him to tell you low level information."
"And who sets these levels?"
"The creators."

"Fine, What is this sector and facilities you mean?"
The weaver draws something in the ground while clicking, "This sector is the landmass we are on."
It then proceeds to draw circles at each point of the 'sector', and then a small drawing of... a dragon tower?

"The facilities keep the sector stable."
It then crosses out the lower left point.
"Facility 'Greed' fallen. Shutdown ordered by creators."
Another cross at the bottom.
"Facility 'Envy' fallen. Facility demands exceeded output."
A third cross, this time at the upper left.
"Facility 'Wrath' fallen. Facility demands exceeded output."

It then points to topmost circle, "Facility 'Gluttony' status unknown. Moderator missing."
The top right circle, "Facility 'Sloth' status unknown. Moderator missing."
And the last circle, "Facility 'Lust' status unknown. Moderator missing."

It then draws a circle and an inverted triangle. It taps at the triangle.
"Facility 'Pride' operational. Mother is located here."
"And where is this?" I point to the triangle.
It draws a straight line and a curved line above it. I look at it, trying to decipher it, but it then turns it's head to the horizon and points it's other scythe to the towering mountain range... The dragons ridge.

It begins chittering again, "Service entrance has been excavated. Required minimum of clearance level 1 to enter."
"And you can't?"
It points to itself, "Access restricted." and then points towards me, "Clearance level 1 required to enter."

I think for a moment, processing this for a while.
The dragon towers are obviously these facilities... The first cross was probably located in the old empire. Following the shrine stories, that one... fell when the dragons had left.
The second cross was probably the old magic kingdom.
The third was probably home...

"The Mana plague, is there a way to cure it?"
The weaver tilts its head, "Such ailment does not exist."
"What about the weakness and death that follows the tower's falling?"
"Facilities provides area with suitable atmosphere for natives. Please contact creators for repairs."
"I don't understand, what do you mean?"
It's head tilts further and further, until it does a whole 360 turn. I shudder at it's action but it chitters in reply, "Air bad for natives. Facility fix. Contact Cr-"
"I understand the last part, but I mean, how? How do these towers work?"
"Insufficient clearance level."
"Is there a way to enter the towers?"
"Insufficient clearance level."
"What about a way to fix the towers?!"
"Insufficient clearance level."
"Then who are the natives?!"
It points towards me.

...
I calm myself down.
"Who is this mother?"
"Mother is Administrator."
"What does she administrate?"
"Insufficient clearance level."
I frown, "How do I wake this Mother of yours?"
"Insufficient clearance level."
"How do you expect me to wake her up then?"
It points towards the center, "Contact Moderator 'Pride'."

"I... I think I need a minute to process this..."

What role does Sammy serve in all this? This is the first time we've seen a mana beast communicate so this is a surprise.

Can those without the right clearance level enter if they have someone with it come with them? Or does it need to be only dragonblooded?

Is there any way to produce proof of what you're saying? People may not believe me otherwise.

The way Emils interprets her new friend's prophecy might be a byproduct of her own technological viewpoint (instigated by us). But the implications are clear:

Your world is dying because it was never 'natural'. The towers stabilize life support, from the air you breathe to the mana you cast, and if they all fall then civilization goes with it. Bonus points if the towers are spawning feral monsters because of malfunctioning.

Aggressive manabeasts may even be an effort to reduce population down to manageable levels! Anyway, the jist is you need to get through the entrance that was excavated and contact the Moderator in order to tell this "Mother" to contact the Dragons to get them to come back and repair the towers.

Ask Sammy how he knows this stuff. Is he a servant of the Dragons? What other servants are there?

The weaver does not understand Victoria. Emils is translating back and forth between them.
"Just to make sure, what is Emils's clearance level?" I ask, putting my hand on her shoulder.
The two begin a small discussion, and then Emils answers, "He says that my genetics makes my clearance level at 0, which is lower than yours."

"Then... What are mana beasts? What do you do?"
"He says that we perform many functions from janitorial, mining, maintenance, and security. His original function was repairs, but now his role is to try to confirm the operational status of Facility Lust, and locate moderator Lust."
"If the situation is so dire, why haven't your kind tried fixing it?"
"My kind has met resistance when attempting to search near native habitats. Natives has settled around facilities. Attempting to reach facilities has been met with dire resistance."
It points towards me, "He says he remembers you from the last attempt to search nearby habitat."

"I..." I think back, 4 years ago there was an outbreak of mana beasts that threatened to invade the kingdom. I did participate in defending a small village at the time...
"I remember the event, but I do not remember you."
It shrugs... I think?
"He says that it does not matter."
"Is there any way to confirm this? Any way for us to confirm any of what you have said to be true?"
Emils and the weaver enters a deep discussion about... something?

It takes a minute, but Emils answers, "He said that he is unable to provide any kind of proof, but can apply... modifications. Improvements?"
"Modifications?"
"He asks for your tag." Emils points towards my hand.
"Tag?" I hold the bracelet around my wrist. "... Don't break it." I slide off the bracelet and hands it to Emils, who holds it up to the weaver. It then proceeds to... pull it into itself? somehow? I have never known these things to have any kind of mouths or internal organs. Every mana beast I've cut apart were nothing but a metal shell around a corpse of some kind of beast. Larger mana beasts has bodies of people in them. It's what make the larger ones more dangerous compared to these medium ones.
I look at Emils... she's just the right size for this one however...

It spits it back out in Emils's hands and she holds it back up to me.
... I am hesitant to touch it.
"He said that he's added proper level 1 clearance onto your tag and applied functionality of original tag."
"What does that mean?"
"He says that he's only allowed to tell you that it holds energy and can be used for first aid. There are more functions, but you don't have the clearance level to access them."
I frown, taking back my bracelet. It feels... saturated with mana? Like holding a loaded Mana stone, and I can feel it leeching into me. I warily place it into my pocket.
"Thank you, I think."
It waves it's scythe and clicks, "Think nothing of it."

"That reminds me, There are two hunters around that are looking for you. I met them a while ago nearby a river."
It perks up and looks about before clicking to Emils and turning around to leave.
"He said to thank you and that he should return to his mission."

As he leaves, I dismiss the idea of bringing it back with me. Nothing about this goes with what common sense and history has told us about Mana beasts, and I can't confirm that others won't try to... kill it.

Seems like you might want to bring Emlis with you on that expedition. You need someone who can talk to these things if it's true.

Maybe ask Emlis what she thinks about this? You've heard her translation, but not her opinion, and by all indications, she's got at least one piece of the puzzle you don't.

I had sent Emils back out to pick up herbs, considering she didn't have any when she came back, but this time I follow her.

Turns out she had found a surprisingly large amount of them, and had left them aside before meeting the weaver.
She has an uncanny ability to spot the required herbs and plants, which would have been difficult due to how highly harvested they are.

Nothing eventful happens till the sun starts to set as I prepare dinner.

"Emils, tell me honestly."
"Yes?"
"Do you know who your parents were? Any memory of whomever raised you?"
"I don't know who my parents are. My earliest memory was waking up in a cave, like I told you before."

I try to find any sort of tell of a lie in her words, but I can't find any.
Sometimes I worry about how willingly she follows instructions.

"In a few months, I will be going off on a journey."
"To the center, yes?"
"Yes. If the weaver is to be trusted, I don't think you'll be able to follow me in there."
"You are planning to leave me behind."
"That would be up to you. I have an acquaintance who's a teacher of magic. He'll be arriving within the week. He'll test your magic proficiency, and should you pass, you can enter an academy that teaches magic."
She perks up the thought.
"Now, just don't get your hopes up too high, You'll still have to pass the exam."
She nods, "I understand. Will you help me?"
"Sure," I smile.

That conversation happened because Victoria has level 1 clearance, but Emils was allowed to participate like an intermediary. I though that the obstacles would likewise open to Victoria and allowed anyone close to her to pass.
