Ehh, we haven't fallen to outright abusing our other recruits but instead try to earn their loyalty. Even if we are manipulative about it. This one is annoying and hoarding oodles of our cash but we'll work on her, in the meantime that is enough to get the barracks up. I still want to scan around for that mage, we didn't want witnesses to Silva being alive after all. But if he isn't to be found then it can't be helped.
