So, the song keeps going even when the Coyote acts, so it's got a duration...
Man I can think of so many ways for this damage reflection to work. If it triggers per-hit then we don't want to use small arms fire and a rocket or breath weapon would be ideal. If it triggers instantly, as a percentage of damage, then there's no way to reduce it so we'd have to stop the song before attacking. If it's like a shield that absorbs damage and has to be activated to send the damage back at us then attacking only a couple of times to provoke the retaliation would be optimal, or killing the Coyote in one turn before it can retaliate.
I guess the breath attack covers every possibility except the instant percentage reflection, in which case it might kill our entire team.
I think the safest thing we can do is have Kayree fire a single shot at the Coyote to test what it does, and have the rest of the team act accordingly. If it instantly reflects the damage onto the entire team then we do not want to use a rocket or breath attack on the coyote! If it reflects towards the unit that dealt the damage then breath attack might actually be fine since the song affects our C.Orgs, not our dragon unit. Unless that's a universal term in this case? If Windscale is affected... well, it depends on if the reflection is the same "attack"; isn't Windscale immune to his own breath? Danovin would want to get clear before the attack in that case, as not to get plastered by the reflected breath cone.
So, modifying my orders:
Kayree: Fire a burst at the Coyote. Then Lookout towards the south reinforcements.
If the attack doesn't immediately provoke a retaliation then a breath attack is safe. If it's instant retaliation then we should not use breath on the Coyote unless Windscale is unaffected by the song. If the burst interrupts the coyote due to its suppression affect then that's great too and we can use breath.
If breath is safe:
Windscale, climb up so you have an angle on the APC group, then breath attack all of them. Priority on the Coyote.
Danovan: get off of Windscale if you can do it on your own, and move along the roof towards the VIP house.
Qay: reload and Lookout towards the south where reinforcements are coming.
if breath is NOT safe:
Windscale, climb up and put Danovan down at the edge of the roof so he's got a good angle on the APC.
Danovan: Aim and fire on the APC, trying not to hit the Coyote.
Qay: reload and Lookout towards the south where reinforcements are coming.
