According to the gimp, one of those doors leads to the cells, the other to the storage room. Shouldn't you recognize which door leads to the cells, though? He must've either lied, or gave you directions to a different set of cells.
Or maybe the small door leads to more stairs. Try that one first.

When the Lohrke finished his tinkering, he tightens a pair of belt straps around his arm holding a long weapon to it. He then asks me to help him hoist the backpack up on his back and attach a cable between the two items. The weapon hums with energy. He then points out two bags and asks me to bring them with us.

If they catch him, we can set fire to the kitchen, storeroom and a few other areas to cause mass chaos, and then kill the cheiftan while everyone is freaking out.
