Every last person who has led this ragtag of people I found, i've been here since the beginning of this devouring witches council, i've been here when it was the witches of chaos, I've even been here when harold was still a small inkling that everyone didn't wanna be around. I sometimes find myself in humerous and odd situations, just recently I had the luxury of being someones pet. I think he was another persons pet because his oracle powers let him know it would let him find Julia. Also pre-flashback Julia was complaining about Mark pushing his agenda on her. So he is pushing Harold and the Devourer church in a direction for his own reasons.

So Mark is a power in his own right helping Harold for his own reasons. He seems to be attempting to expand the church by improving there image as much as possible and having them write a bible and such.
