ANYWAY it's pretty clear that we're expected to protect humanity and kill/destroy/devour these horrible Chains which are probably either spirit creatures that aren't affected by physics without magic or else they're just massively powerful physically if regular humans with firearms can't deal with them. He's probably here to give us enough experience to level up and gain some more abilities, probably getting us a weapon of some sort and a beam/magical AOE attack to go along with it if I know my magical girl anime well enough so you should ask about those as soon as possible. You should probably also ask him about how you can recognize these Chains and what they're capable of, since I doubt they're readily apparent in appearance or actions or else everyone would know about them.
