On the subject raised earlier on August 2010 and then in December 2011, I don't know how hard it'd be for someone with C++ skills to do, and I'm aware I could come off as a bit of an idiot, but perhaps PokerTH's source code could be edited to be used as a base (Granted, it's currently based around Texas Hold-'Em, but the type of poker surely isn't that great an issue?)
I have next to no skills in programming (Read: I once made a deal-or-no-deal-esque game in Visual Basic, and that's it) but it seems like it would be an easier base to work from than the other strip pokers mentioned, what with the source being open and all. It would need editing to be strip poker, and not just poker, of course, but it seems slightly better than wrestling with old or closed-source code or writing from scratch? Just a suggestion.
