For Linux there's always the GIMP. I find it annoying, but some swear by it.

GIMP is for the birds. Stay the hell away from it.
You've no choice but to emulate Win applications. Things that I think could be suitable for quests probably maybe are:
Photoshop - bulky and slow, but is the most complete package.
openCanvas - Quick, slick.
Paint Tool SAI - About the same as openCanvas, but I like how it handles lines more.
TVPaint Animation - The most reliable animation software I found, and it's scriptable.

You may also consider Inkscape (vector art stuff - slow but so damn clean looking), as it's open source and made by you *nix fags. Looking into pixel art might be worthwhile too, since I haven't seen any decent pixel art quests yet. Graphics Gale is the only program that comes to mind, and it's shareware, but it's fine anyhow.

Can you do anything with 3D? Blender might be up your alley. It's free and you *nix nerds drool over it so, ya know. Plus it's fairly powerful when used properly.

There's a ton of stuff out there. Just choose a medium - the quirkier the better - and run with it.

If you have the mental capacity to use Kubuntu, you have the mental capacity to keep your Windows install virus free. It's not hard - pop in AVG or Avira or what-have-you and don't be a dense tool when downloading junk off the internets.

Getting off subject, though. What do you feel you're best at in terms of art (even if that best isn't very good)? Even if there's one small, minor aspect of it you enjoy and feel you are somewhat capable of managing, there's probably a media we can suggest that will mesh well with that.
