That would not be possible. It would require way too much energy and the circle would be way visible and recognizable. And there are no tunnels nor caves right behind the city.

They could, of course. But the runes and treatment needs to be specific. The digestion would ruin them.

Alchemy doesn't have enough energy to fuel the summoning. Not at this level at least.

Also, on second thought, his sudden (if arguably warranted) panic reaction to the mention of demons (as opposed to an incredulous reaction, which many others seemed to go with) might demand some further investigation. Did he already know of the demonic nature of the plague?
There is definitively correlation. And the Charred One has been acting weirdly today. You will have to talk to him, after you have dealt with the current problem.
