Yeah, if you've any clothing on, you might be able to make a loop out of it and hook it over the handle to pull it up. Then put it back on.

Can you get a better view of it? Looks like some sort of animal. Falling on it should save you, but there is no telling if it will wake up and react quite negatively to you.

it... looks like a centipede with it's face replaced with a tri-barrel gun. can you reach the next cell? maybe open them up as you move to the right and make a jailbreak.
