Ask the coneheads what type of food do they farm and what kind of economy they typically have.
Ask the conemage if he can detect water, we need to blast to an underground river and then blast a channel for it to go down, with it exiting via one of the paths out of the cavern. If there is no underground one available, then find which of the nearby paths leads to a river / under a river and blast a new path for it to divert it to go through the town.
Place farms near that river. Other than that, people should build their housing and places of business as they see fit. Expectedly there should be a school, mage college, merchants, cloth makers, brewers, soap makers, candle makers, alchemists, bars, brothels, comic-book stores, etc.
Delicious fuel should be produced locally, that means breweries. But for those you need the right skills and knowledge... do any of the conemen here know how to make alcohol? if they don't you will need to travel to locate a brewer/s to join the town. I am thinking the famous brewer to the west. He could take on some coneman apprentices.
We would need some conemen scouts too, find out nearby situation, get more people immigrating into your town. Etc.
For now the best path would be homesteading. Get the elders in a council working under you, they can manage things day to day as well as assign positions. The blue line is the river. The area between the two green lines is reserved for farming (farmsteads), the area in the red circle (except the river and the farmsteads) is city center and is where you would build school, mage college, town hall, etc. The rest of the area is split into homesteads. Business types that require the space may take more then one homestead, and lines may be redrawn as needed (ex: if farming needs more/less area). You could then extend the town by exploding a larger cavern along the river as new population emigrates or is born.
