Saisai's fiancee is a Captain, I believe, and would doubtlessly be familiar with the General.
If the General was the one who retrieved it then that entire line of thought is a dud; barring unquestionable evidence of high treason he's beyond reproach.
Actually, lets step back a bit and look at the transaction in general. Assuming that we could nail whoever bought the wine from the tigerfolk for treason, the same couldn't be said for somebody who got the wine from said person. If he used an intermediary then his worst case scenario has him claiming ignorance of how it was obtained and getting off with maybe a warning.
The final nail on this coffin, though, is fridge logic; if you manage to prove he committed treason for a bottle of wine then people will start to wonder what was so special about that wine, and that will lead to rumors and suspicions that we want have not develop.
If you want to have Apple look into this then you need to direct her to something that would bear fruit. If she can get evidence that he raped her then we could use that; a journal or diary where he talks about it, bragging to friends, anything that can prove it.
Oh, and see if she can retrieve the bottle; we should keep our options open, and one of those options is confronting the parents involved. If presenting the case to Saisai's parents doesn't bring them on to her side then we can share that fact with Saisai when we finally confront her, then redirect her anger into telling her family where they can shove him and his bottle and break the engagement.
