"Dissonance" and "Purifier" seem fitting. During a heroic act he caused collateral damage. She demanded recompense. He refused. Ever since she's sworn to make him pay... in cash! Over time he's realized her attempts to get him to cough up give him an opportunity to show off his skills. He gets the glory and looks good for the crowds. She also begrudgingly sees that without him she never would have improved her skills to the level they are. Which might be worth more than her asset losses. Still it's the principle of the thing! He's gotta pay up!

Our (first) hour of haughtiness and smugness and snideness arises! Pieter has been a thorn in our side for ages. While we’re slightly annoyed he’s showing up to mess with our plans AGAIN, we, in our genius, we’ve concocted the perfect plan to rid ourselves of him for good! (A, but with a side of C) Or at least until after a cool epilogue after we win. The plan is simple. Step one is to have one of your constructs detain him. Perhaps an illusion spell to make it difficult to discern the real construct while several seemingly surround him would be effective here. This will prevent him from interfering with your farm animal interference. Then, once the time comes for the dancing plague, we just hit him with it too, obviously. Then he’ll be helpless to do anything other than dancing his feet sore! It’s perfect! Unless we’ve failed to account for his sidekick, since we clearly have a henchman (henchwoman?) but that buffoon is so comically incompetent, Pieter probably won’t even bring him this time. We should probably have Nancy deal with him just in case.

Perhaps a classic heroic conundrum would suffice? Have the dancers act as shields. He has to harm them to get to you which is not happening. Or send a few dancers to a building that you claim will soon collapse (which could be a total bluff?). He goes to save them while you get away laughing. Oh! I just assumed the sidekick existed, since our henchwoman seems likely to have a foil of her own. Supposing this sidekick exists, they'd possibly be Pieter's little brother, which would probably make him also a dragon? I could see him being a cat though, universal genetics permitting. Perhaps he's more of an adoptive brother? He's clumsy, childish, easily distracted, but somehow manages to be helpful when push comes to shove. Sometimes this helpfulness is completely accidental. Tiphanie swears the kid has some dumb luck-based power or something. This child is earnest, and means well, and really wants to be a cool hero like his brother, which is why he keeps begging Pieter to bring him along on missions and it's just... kept working out. The kid escapes peril after peril with not a scratch. Not sure about a name for him, but given the source of Nancy's name, Gary seems fitting.

uuuhhhhhhh... darn, this did not go as planned...

but this might still work, we can probably still try to bait him towards the village, away from us. this is just a delay in the plan...

time to improvise, we already have our minion Nancy in the village, so we gotta make him think Nancy is the bigger threat and not us, then he can go to the village and get distracted with stopping her, and then we can go to the other village and start our master plan. One way we can get him to go to Nancy is to let him know Nancy will be kidnapping his sidekick, but for now, we need to draw this out just a little to make if seem like we are distracting him away from Nancy so the bait to go after Nancy will be more believable.

For now, we gotta make him think we are distracting him, C is the best choice here, it should make him suspicious of us enough as we try to make him think we're distracting him.

He's just one dude. For now you have the numbers. Should have command over the villagers before he's done with the animals. Extra hard for him since heroes don't kill innocents. Pile on your summons and even he should be overwhelmed. Especially if you give them synergy with the villagers. Leave the ground to them while summons harass from the air above. Even if it looks like he's winning you should have enough piled on to flee. Just be sure you've got any of those between you and hero dude.
